To add what Grand Wizard wrote, FC = Failed Communication. It’s trying to call the central station phone number.

You need to delete the previously entered central station phone numbers in *41 and *42. To do that when in programming mode hit *41* and *42* than *99 to exit programming.

Looking closely at your picture it appears it’s miss-wired. You don’t have one wire in each location. When you have another communicator enabled in *29 then the only thing different is to follow instructions to enable “shadowing” in part 1 of instructions.
