It was resolved by learning that Smartthings was trying to access the EVL-3 and conflicting with Home Assistant accessing it. Once I shut down Smartthings, everything was fine.

Thank you for the response. It looks like there might be a solution by stopping certain signals from being sent out to the monitoring station, but not to me. Hopefully to be resolved soon.
