Envisalink TPI is the "Third Party Interface". It's just another way to control your envisalink in addition to the web interface. Actually you were right, sorry about that, I was rushing this morning. You should be sending 00191.
The only thing I can think of is are you sending \r\n? I assume you are, otherwise the login wouldn't work.
Could you try using telnet maybe, to rule out anything weird with NC?

Looks like you are missing part of the "checksum" at the end of your 001 command. The way I do this is I have my home router set up to port-forward any incoming connections on port 8080 to the envisalink on port 80. I know I'll catch flak here for distracting from the hash issue at hand, but I'm thinking that if somebody has the skills and access to intercept your email on a relay server, then know how to use the hash data in it to view your system status, then figure out where you live and actually go there ...

Can't get commnd 032 to work through TPI
I'm using the Envisalink 3 TPI to control my DSC PowerSeries system. I can successfully arm the system using either command 0301 (arm-away partition 1), or 0311 (arm-stay partition 1). However when I try to use command 0321 (zero entry delay arm partition 1), it does not arm the system at all. I do ...

That did the trick. I got upgraded to firmware version 01.09.111, and now I can set off the panic alarm with the TPI command 060, no problem.
