In Texas, as a DIY can I install and monitor with Central Station smoke detectors in my house or do I need a contractor holding an Alarm Certificate of Registration Number (ACR) (Fire License)?

While not a definitive answer with respect to Texas, in all other jurisdictions I know of, a DIY alarm system is listed in the permit as "Self Installed" and therefore requires no installation company or licences.
What you are telling them is that you are personally taking responsibility for the operation of the alarm system. If it were to not operate properly, its on you.
Secondly, this is a private residence not a public building, I don't think anyone except the home owner would care.
