LTE sim expiration

I am trying to decide between an Envisalink4 and a duo. The page for the Duo says that the sim will expire after a year if not used. What does that mean? Is the LTE portion forever dead or can I later use it by purchasing a new sim? If the later, how much?

Also what is the difference between the free EnvisAlerts service and the Plus (+$5.00) service?

If you do not activate the SIM within 1 year of delivery you will need to purchase a new SIM for $5 plus shipping.
