Vista 128BP with Error *29

I had to replace a EVL-3 that failed on parents panel, and replaced with EVL-3 that I gifted to them from my panel and I upgraded to EVL4. I did not default, an enrolled into their eyezon account. I did not change any programming, as the previous EVL worked without error.
With this could see all zones online, and arm disarm as well. Only issue is Error *29, so will not send any alerts.
have device 3 as LRR, and assigned to address 18.
I rechecked the programming but did notice my original programing was different than the new programming I found out there.

#93 0 0 0 0 1 03* 06* 0
18* 01* 1* 0* 0* 0*- I have only one partition
*45 and *47 set to 1 enabled
*56 set 00
*57 communicator priority set to 1
per old programming which stopped at this point.

new programming mentions-
*58 LRR CS 1 Category Enable. initially had 1 0 0 0 0 0 already in program, did try 1 1 1 1 1 1 as new programming mentions but did not work so returned to previous

did notice *59 is also programmed 1 0 0 0 0 0, not sure if this would be issue but not mentioned in instructions, but this is same as my panel which was working previous- did not modify.
I just plugged my new EVL 4 in and did not change programming and works similar to previous with no error.
Any help with the *29 would be appreciated. the only thing I have not tried is defaulting the EVL 3.

The ONLY reason for that error is that the panel is not communicating on address 3 with device type 6. You should check address 3 and make sure that this is the only address with type 6. That is, there are no other external communicators on the panel.

there is only one LRR and that Is on address 3. I attached the programming file picture. Should I delete device 3 and reprogram?

There was a lightning strike which took out the panel and EVL 3 and I had to replace the panel as well, but with this, merely defaulted the used panel that was same revision and installed the program from saved compass. that is the only other thing I can think of that is different and system was working as previous. Could the panel somehow have communication issue other than the programming?

As you know, the 128 is an industrial panel so it is pretty rare. It is almost unprogrammable without compass and even then we have been told that there are undocumented quirks.

Beyond with what we have offered from Eyezon tech support, you will have to talk to Honeywell tech support.

So I replaced the panel and now EVL3 works without the error. An interesting side note, with backing up my panel with compass, I had a similar message while looking at eyezon app during download with compass. Once I was completed, the error went away. not sure what to think of that.

I can only assume it is an issue with the panel, not sure exactly what, but given I did not change any programming and new panel works fine, has to be something with the prior panel.

Having same problem with Vista 20p . Can someone tell me what this last line in the pdf means?

*29 Enable IP/GSM (IP/GSM/LRR support required for your Envisalink4 to transmit alerts): The codes to
enter in the section depend on the age of the panel. Start by entering 1, If you hear 3 beeps proceed to #4; if
not continue with *0**.

I do not get the beeps. So what does it mean - "continue with*0**
