Envisalink 4 not connecting to LAN

Setting up a new Envisalink 4 with DSC P1616. Only the first two lights (OPER and KEYB) are on, no lights on link/net/online. No ip/server. Same LAN outlet works for a laptop. It's from a Powerline TP-link AV 1000, which on the other end was connected to TP-Link AC1750 router (default settings), 80mbps internet. Changing cables didn't help.

No LINK LED means no Ethernet. Plug the Envisalink directly into your router to rule out the power-line carrier bridge

I have the same problem.
Changed out the last link in the chain - RE315 - for an AV1000 with no luck. Only 1st and 2nd lights/no network. Cables have been changed out as well.
General Status Off Line Type:EVL4 DSC MAC:001C2A032B0C Version:176
Have reset EVL4 as well with no change in status or light sequence.
