I have a EVL4 monitoring my pc1832 and I was wanting to add more hardwire zones. I have a UNO8 that I plugged into the evl4, it detects the module on the evl4 webpage. It also gives an supervisory when unplugged on the app. Is it possible to program the uno8 as a expander with this setup? 903 shows keypad and 5400 (evl4) only so far.

The UNO8's only work in Standalone (SA) mode, when the Envisalink is the sercurity panel, or if you have one of the new UNO panels.
If you have a DSC panel, you need to purchase a PC5108 to add an extra 8 zones to your system.
