NOOB Questions- what is a PGM toggle and what is TPI?

Just got my EVL-3 and I was wondering if someone could explain to me what the PGM toggle is and what can it be used for. I also saw the TPI document posted and was wondering how to use that ? Are those codes used in the local web interface on the EVL?

I might be wrong as I own a Vista system, but I believe it toggles a relay, example is you could have your garage door hooked to it to open/close.
