With a guest account, PIN and password, users are still able to make changes to the zone names and user names?

But it does block the account access and everything else on the left pane.

Also would there be any plans to add accounts with limited access (something with more access than guest (to arm/disarm) but less than admin type (can't create accounts, contacts)

No we didn't have any plans to do that, but we had thought about giving guests access to the basic ARM/DISARM command with code.(that would be the only command they have access to). They still wouldn't be able to do anything until you gave them your panel code.
