I installed the EVL-3 on my Vista 20P panel and it appears to work pretty well. I do get pages and emails for all of the events that I set up.
I have the EVL-3 set to send a page to my phone and I set up another user to have an email sent to my email account, so I should get 1 page and 1 email for each event. Here is what I don't understand. For each event, I get 2 pages (should only be 1?) and 2 emails (should only get one?). They are the same EXCEPT for the time (a few seconds apart) and the first page/email lists Partition 1 (correct) and the second page/email lists Partition 3 (incorrect). Here is one example using email:
Security Event: Opening By User Gene
Location: Oak Key Ct
Time: 2013-06-06 02:52:16
Partition: 1
Security Event: Opening By User Gene
Location: Oak Key Ct
Time: 2013-06-06 02:52:22
Partition: 3
I am using only 1 partition. My questions are - how do I get only 1 page/email per event AND why is the 2nd one listing partition 3?

On newer 20Ps, partition 3 is reserved for the "common" or "global" partition. You are getting two events because your panel is sending two events, one for each relevant partition.
Partition 3 was meant to be used for common areas like lobbies.
Just change your partition mapping for your zones and you'll be good.

That was exactly it! The Honeywell directions for the EVL-3 list fields *59-*75 (not fields 64 and 69) as "....program them with 11, or keep hitting 1 until you hear 3 beeps.....). Well, I did that for fields 65 and 66, where I should have entered 1 for partition 1 and then 0 for partition 2 and common. I should have been thinking instead of just hitting keys!
