When setting up contacts for text can they only be received by smart phones. My neighbor does not get the text that includes the PIN number for verifying, he don't have a smart phone yet the other contacts I've included got the text within minutes and do have smart phones? Thanks

No, these are delivered, by your mobile phone carrier, as SMS messages that can go to any phone with SMS capability.
Is it possilble he does not subscribe to SMS messaging?

I found the problem, the SMS that is listed for Cincinnati Bell is @sms.3rivers.net and it should be @ gocbw.com. I sent message to support and was advised to verify and I did, @ gocbw.com is correct for Cincinnati Bell.
