Cannot send commands to VISTA 20P

I installed the Envistalink 3 to my Honeywell VISTA 20P alarm system. I carefully followed the Honeywell specific instructions. The Envistalink is working as a monitor, i.e. I get alerts via email (as I have setup on the website). I cannot arm the system or send other commands via the local or internet website. The command shows in the queue but then nothing happens and the status returns to "ready". Did I miss a setting in the setup?

You have the Envisalink at the same address as another keypad in your home. The Envisalink defaults to address 18. You need to either move the Envisalink or move the keypad to another address.

I have two (physical) keypads, one is address 16 (the master) and the other is address 17. 18 should be available. Am I misunderstanding?
