Installation Problem EVL-3 and Vista 15P -- Need help

Yesterday I tried installing the EVL-3 Envislaink with my VISTA 15p alarm.
I followed all the instructions as to wiring and "Honeywell" code installations.
FYI, I am already monitored with a local company.

I ran into one issue during installation...
I entered installer mode on my panel and installed all the codes but one of the programming codes did not seem to take.
When I entered *29 and then 1, it did not give me 3 beeps.
WHen I tried to enter *29 and then 1*0** , again no response.
It seems like my panel does not respond at all to *29.
I am not sure why.
This was a concern.
All other codes would enter, and then appopriately respond with beeps.

After installation, the envisalink seemed to work. I could ARM/DISARM via the web interface.
However, I noticed an "FC" error (failure to communicate) on the keypads.
I didnt understand why. Everything was hooked back up correctly. Things were working but I had an "FC". Also, I noticed that when on the home telephone talking with people, it seemed as if the telephone was trying to dial out by itself, with clicks and touch tones.
This "FC" error lasted for 24 hours.
I was concerned about the FC error.
In an effort to see if the system was working or not, I set the alarm off intentionally. The audible alarm rang, then I assume it tried to dial my local monitoring company but I assume it did not work because my monitoring company did not call me. Now I am getting message "02" (the zone that was breached during the intentional alarming of the system) and "EA". I am not sure what "EA" means.
It now appears I cannot 'arm' or 'disarm' the system, no matter what codes I enter in the keypad (master user or installer code/mode).

FYI, I did remember to plug the phone jack back in at the panel. it is plugged in and the home phone line is otherwise working.
FYI, one other thing I noticed at the panel is that there seems to be another board hanging in the alarm box. Not sure what it is or why. (It has 'C800' on it). Not sure if my monitoring company installed that or not but there is a little rectangular board in the alarm box, in addition to the standard 15P panel.
Does anyone have any idea how to reset my system to clear the "EA" and "02" problem, so I can again arm/disarm the system.

Does anyone have any idea on how to make the *29 coding take in programming mode.
(Currently I cannot go back into programming mode..I am stuck at "EA" and "02" on teh keypad).
EDIT: After a while, I am now able to arm/disarm/go into programming mode. But I am still unclear how to address the fact that *29 programming doesn't seem to work with my system, and also that the alarm does not appear to be calling my local monitoring co
