EVL3 reports no ip address but shows in router interface

Hello. I am hoping someone can help me here. I am having troubles communicating with my new Envisalink 3. Here is my setup, problem description, and what I've tried...
I just installed the Envisalink 3 on a DSC 1616 panel that I've had in operation for about 6 years. I used 22 guage awg stranded 4 conductor wire to connect EVL3 to the DSC keybus panel. I have registered the EVL3 with eyezon.
EVL3 is wired straight to my router (no switch involved) with cat6 ethernet cable.
Modem/Router is a single device... Motorola NVG510 supplied by at&t when I subscribed to UVERSE internet.
These are the lights I am getting.
ACT - flashing red
OPER - flashing red
LINK - solid green
KEYB - flashing green about once per second
I understand that the KEYB flashing green indicates the EVL3 has no IP address.
But, in my router interface, the device list shows the Envisalink with an IP address assigned to the correct MAC address (as printed on the EVL3). However, it also reports the Envisalink as having a status of "off"
Pinging the address returns the message "Destination Host Unreachable"
I can't access the EVL3 via browser or from the remote access site
I have tested the Cat6 run with other devices, and they seem to work fine
I have tried powering down both router and DSC alarm system (uplugged and disconnected battery) then plugging router up first and waiting for a few minutes then powering up alarm system. I was hoping that would force the EVL3 to request a new IP address upon powering back up. But it remains the same (shows in router interface device list with same IP and status "off")
I saw another forum post where a user suggested his EVL3 wouldn't work with his gigabit router. He made it work by using an older router as a switch. I have tried that as well with no luck.
I also tried removing the EVL3 completely and re-stripped wires (even though they looked fine) and double checked all connections to make sure they were secure.
I don't know what to try to next. I've spent a lot time troubleshooting. Any advice would be much appreciated.
