DSC wireless key - extended commands

Regarding DSC WS4959 but this may also apply to other multifunction DSC wireless keys.
This keyfob is a 12 function fob but with the Envisalink 3, I can only use the first tier of commands. ARM STAY, ARM AWAY, DISARM, PANIC (not yet 100% sure if panic works)
A bit of explaining might be appropriate here. The WS4959 is a 5 button remote keyfob. The center button switches between three tiers of commands. So it is really a 4 button remote fob with 3 tiers 3x4=12 functions. The only function the center button does is shift tiers. The LED changes from Green to Red to amber depending on the which tier you are currently in. The LED indication makes this quite clever.
So it looks like I am not seeing any of the data from the button presses of the two top tiers, only the lower tier is seen. I visualize this in the Log set to Debug.
I am wondering what I need to get this going. For home automation a 12 function remote rocks. I need to be able to pass these extra 8 keys status back to Homeseer for processing.
