I have the DSC 832 and LCD5500 Keypad (wired)- Can I locate the EVL-4 at the Keypad and connect to keypad wires there instead of at the Control Panel? The keypad is much closer to the router.

Yes, you need to wire to the keybus, albeit at the panel or at the keypad.
