Swinger Shutdown event

Hi, please can someone explain the Swinger Shutdown event. Is this a DSC or EVL4 specific function? What initiates this event and does it effectively shutdown all events for the zone.

That is an event issued by the panel meaning that too many events have been generated during an alarm and no more will be sent until the panel is disarmed.
