IP/GSM/LRR module installed

From what I understand I have a IP/GSM/LRR module installed on my Vista 20p. This is a cellular communication device that would still transmit if the phone lines were cut, correct? Well if I no longer have service, why would I need this to be activated as stated in the directions for the envisalink 4, if I no longer pay for service? If I activate this by the following *29 1, I get a FC error on the keypad. No kidding, I don't have service therefore it would not transmit a signal anywhere. If I activate Enable IP/GSM/LRR Shadowing in the local of the envisalink I then get an error Check 103 LngRR 0000. No longer an FC error, but a bf error. So do I disable the IP/GSM/LRR, *29 0? and keep the shadowing? Do I keep IP/GSM/LRR *29 1 and uncheck shadowing? Do I disable/uncheck both?
Thanks for any help
Chris

I forgot to mention...I can control the unit remotely, arm, disarm, etc. and I do get alerts so the unit does communicate with my account here on Envisalink.com. Partition one is ready (green) but often shows a yellow trouble next to it.

If you are no longer subscribing to a central station with Cellular connection
1- Power system down by removing the AC and battery
2- Disconnect the IP/GSM/LRR module from the panel
3- Reconnect the AC then the battery
4- Enter programming mode and set *29 = 1
5 Un-check the Shadowing box on the Envisalink setup web page
This should eliminate LRR 103 error
FC means you have a Communication fault i.e the panel is trying to call a central station via phone line and it's not connecting
6- Make sure that you don't have a phone number in *41 and *42. You can clear *41 and *42 by going into programming mode and then enter *41* *42*
Without a phone number in *41 or *42 the panel will not try to dial out.
