I want to assign a fixed IP to the 2DS so port forwarding will not be invalidated in the event of a new address being assigned by the DHCP server. Is this possible using the web interface? Or should I go into my router and set a particular IP for a particular MAC address (the 2DS's) and make sure it is not in the range managed by DHCP.

Please disregard my post! I see the option for making the current IP address static, and the note from GrandWizard that you can't select said address yourself (yet).
