New User - Tuxedo - Max attempts exceeded

HI,
Just got my envisalink 3 attached to my vista 20P.
If I set the Vista 20P using code *29 to '1' everything looks fine when I go to the eyes on web page and check the status everything shows fine.
The problem is after a while my Honeywell Tuxedo will show a phone icon and says "Max Attempts Exceeded' - then I can no longer set my alarm.
If I go back into and program *29 and change it to zero the max attempts error goes away - and I can set the alarm. But my envisalink 3 show a 29 error in the web page.
How do I set the *29 option on without creating this error. It looks as if the vista is trying to call out and can't ...but the envisalink needs it on. I'm stuck.
