Envisalink 3 high packet loss

Hello,
I have started having issues with my EVL3 HW with "high packet loss detected. Network unstable. Duplicate IP address" issues. I have tried to reboot the modem, router, replace cables etc. without success. The IP LED (KEYB) on the module is flashing meaning it doesn't have an IP address (?) but my router gives me an IP address for it. When I try to access the module via the IP address, it says "the site can't be reached". Windows trouble shooter says it's online be can't be reached. I have checked firewall, antivirus etc., but everything seems ok. The only recent change in my network is a new Motorola modem but it has a different IP address that my EVL3. It's on version 203 and doesn't let me update to 204 (I can click on update, but it just won't apply the update). Is the module dead or is there a way to bring it back to working condition?
