Vista 21iP Configuration Settings
I am having difficulty receiving any messages/alerts. Web GUI connects fine and I am able to arm/disarm without issue. I have reviewed the Honeywell Configuration sheet without any success. I am not currently using the phone or internet connection on the 21iP board and do not have a GSM module installed. What should be my *29 settings? Should IP/GSM/LRR Shadowing be enabled?

The Vista21IP settings are the exact same as the 20P except you need to physically disable the IP module on your board. There is a shunt on a jumper that you need to remove, I think its on the top left hand portion of the board. Check your manual.
In your case you should then enable LRR/IP/GSM support for the Envisalink by setting *29 to 1, and make sure that LRR Shadowing is OFF.

Thank you. The jumper was the key and not mentioned on the EVL3 configuration page for Honeywell.
I am now getting two messages when I set the away alarm, trip it and disarm it. The first is: Security Event: Closing By User Code 2, Location: Home, Time: 2013-01-13 09:57:17, Partition: 1 and the second is Security Event: Opening By User Code 2, Location: Home, Time: 2013-01-13 09:58:34, Partition: 1. This is with a motion detector. I have all the alerts turned on in the web GUI and panel. I think I should be getting additional alerts?

Is that the way an alarm is reported? I guess I expected different verbiage.
I have the check box for arm and disarm selected. Shouldn't I receive notification when I arm and disarm the alarm?
Actually I think I'm receiving these messages when I arm and disarm the panel.... and no indicator when an alarm is activated.

Those are opening and closing reports (arms/disarms) not Alarm reports. If you have an alarm you will get an actually Alarm report indicated the faulted zone(s).
Remember on Honeywell panels, by default it takes the panel 30 seconds to report an alarm. This is in section *50. You can make this delay 0 seconds if you so choose.

Thank you for all your assistance. Looks like I still need a little more...
I have *50 set to 15 seconds. I arm the alarm, wait 5 mins, set off a motion sensor, the panel indicates an alarm and zone number, wait a minute, disarm the alarm and never get a notification. I do get the opening and closing reports.

I am bringing this post back from the dead to continue this discussion.
I also have a 21iP and am currently not using the on-board Ethernet connection or remote monitoring. What is preferred: to set the Envisalink 3 to shadowing or to disable the IP/GSM option *29 to zero on the panel?

The Envisalink cannot work at all as a communicator when the internal IP communicator is enabled. The panel will not recognise a second communicator on the ECP bus so even shadowing won't work.
Also, when we say disable, we mean physically disable by removing the jumper from the panel circuit board, near the Ethernet jack. You always have to have *29 set to 1 (enabled) for the Envisalink to work as a communicator.
