Has anyone developed a server application that can run on a Windows system behind a firewall, and provide secured access to the EnvisaLink interface through an Android app/widget?

I'm aware of these two similar concepts...

Maybe the first link to the Android app can run in an emulator on a Windows system?

Yes, the DscServer can run in a windows android emulator, and I've also tested it using the Android-X86 implementation (so you could re-purpose an old pc or laptop) http://www.android-x86.org/. Works well if you don't need the extra security against power or internet loss, or direct SMS notifications.

After playing with it on windows and giving it some thought I realized that it would be better - cheaper and more reliable - to run my servers on inexpensive phones (other options like the raspberry pi are good too, though used phones are cheaper and have more features - screen, keybard, battery, phone connection built in).

I run my servers (home security and thermostat) on an LG P500H android phone (GSM). It's got a modest CPU that's good enough and is reasonably priced ($50-$75). With T-Mobile SIM account I get a secure connection (through the app) plus SMS (text) and/or email messages for zone openings, alarm arm/disarm, alarms, trouble, power outages, internet connection loss, or the connection to the envisalink card. Alerts/emails are still sent even if power or my network/internet connection is down. Costs about $40 per year for T-Mobile pay as you go.

If you prefer CDMA (I wasn't able to find a cheap provider - verizon ain't it!) or only need wifi then motorola a A855 makes for a really good server, better than the LG and usually cheaper.
