vista 20 P - evl-3cg set up problem

Hello : I have a vista 20 P - version 9.12 . registered the module , followed the instructions at https://www.eyez-on.com/EZMAIN/evl3honeywell.php . The act light is flashing , link is solid green , oper - flashing slow , keyb off . getting check 103 long range radio . I have rechecked the wiring and the 4 wires are in the correct terminals , ( this is not my first rodeo ) . If I power off the complete panel / battery . the keyb will flash , thanks ideas ??
